The position is located in our Sacramento Legal Office. Under the direction of a Deputy Chief Counsel and/or Assistant Chief Counsel, the incumbent serves as a first-line supervisor in charge of Special Investigators in the Sacramento Legal Office and Fresno Legal Office. In addition to direct supervision, the incumbent will be responsible for investigations either as the principal investigator or as the regional coordinator representing the Legal Division by and through the divisions and/or programs involved in a particular legal matter or  issue.

The Caltrans Legal Division is comprised of five offices statewide including its headquarters office near the State Capitol in Sacramento and branches in Oakland, Los Angeles, San Diego and Fresno. Working Conditions

Position located at 1120 N Street, Sacramento, Sacramento County.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Knowledge: Incumbent is required to possess all of the knowledge, skills and abilities of a Special Investigator in planning, organizing, and directing investigations and in addition possess knowledge of principles and techniques of personnel management and supervision. Know the supervisor’s role in safety, health, labor relations and be familiar with the demands of a multi-dimensional, multi-cultural work force. Know the supervisor's responsibility for maintaining a work environment that is free of discrimination and harassment and for promoting equal opportunity in hiring and employee development and promotion.

Ability: Incumbent has to be able to direct the actions of others in performing complete and accurate investigations, legal research and case preparation. Be able to interpret and apply laws, rules and regulations. Be able to supervise a staff of Special Investigators. Communicate effectively; establish and maintain cooperative relations with Federal, State, and local law enforcement agencies. Be technically proficient in photography, accident scene analysis, accident dynamics, trial tactics, witness preparation and evidence preparation. Be able to train subordinates in all aspects of case preparation and in the fine art of assisting attorneys.
